Civil service personnel recruitment and development strategies

Within the framework of the XXIII Lomonosov International Scientific Conference for students, postgraduate students and young scientists the Graduate School of Public Administration Lomonosov Moscow State University is holding a subsection: Civil service personnel recruitment and development strategies, section: State and municipal management. The subsection will be focused on the discussion of the following modern public administration system's aspects:

  • Theoretical and  methodological issues of strategic personnel planning in the state civil service;
  • Institutional and legal mechanisms for strategic personnel planning in the state civil service;
  • Implementing efficient personnel management methods experiences;
  • Introducing models based on professional competences in the civil service for positions of different categories and groups;
  • Developing and implementing innovative educational and training programmes in the civil service;
  • Developing civil servants' professionalism;
  • Overcoming staffing crisis in the civil service;
  • Optimising personnel structure in the civil service amid  a reform period.

            The Graduate School of Public Administration Lomonosov Moscow State University primarily aims at training middle and senior managers for state authorities and structures of various levels. The uniqueness of the curriculum developed by the GSPA lies in the special training system which complies with the international educational standards and combines the best foreign experience of public administration schools with the traditions of Russian educational principles. The graduates of the GSPA are apt to work in management, analytical treatment, project management, consulting services, etc. within the public administration system.
